INTRODUCTION
County Boundaries Set in State Statute
(Arizona Revised Statutes, Title 11)
The state is divided into counties, named and bounded as provided in Title 11, Ch. 1, Extent and Location of Counties and County Seats, Article 1. County seats are named, boundaries are proclaimed in Arizona Revised Statutes:
A.R.S. § 11-103 Apache County
A.R.S. § 11-104 Cochise County
A.R.S. § 11-105 Coconino County
A.R.S. § 11-106 Gila County
A.R.S. § 11-107 Graham County
A.R.S. § 11-108 Greenlee County
A.R.S. § 11-109 Maricopa County
A.R.S. § 11-110 Mohave County
A.R.S. § 11-111 Navajo County
A.R.S. § 11-112 Pima County
A.R.S. § 11-113 Pinal County
A.R.S. § 11-114 Santa Cruz County
A.R.S. § 11-115 Yavapai County
A.R.S. § 11-116 Yuma County
A.R.S. § 11-117 La Paz County
Forming a County
Counties may be formed or divided either by legislative enactment, by statewide initiative under Article IV, Part 1, Section 1, Constitution of Arizona, or by county initiative pursuant to Title 11, Ch. 1, Article 3, Formation of Counties.
The requirements of this article; however, do not apply to counties formed or divided by legislative enactment or by statewide initiative.
A county shall not be formed or divided by county initiative under Article 3 unless each proposed county would have all of the following qualifications:
At least three-fourths of one percent of the total state assessed valuation and at least the statewide per capita assessed valuation.
A population of at least threefourths of one percent of the total state population according to the most recent United States decennial census.
At least 100-square miles of privately owned land.
Common boundaries with either:
At least three other existing or proposed counties.
At least two other existing or proposed counties and the state boundary.
