Preparing to File 2020 Qualifying Contribution Paperwork
Candidate Filing: Updated Procedures For Qualifying Contributions
Due to public health concerns, our office will only be accepting candidate qualifying contribution filings by mail or appointment only. Please follow the steps below to file your qualifying contribution paperwork. If you have any questions, our team is ready to assist. Preparing your Qualifying Contributions. We are accepting Qualifying Contribution slips (“QCs”) and CCEC paperwork by mail or appointment. Any candidate participating in Clean Elections may collect QCs until July 28, 2020 and may file those until August 4, 2020. Please contact us if you have any questions about this process. To qualify for Clean Elections Funding you must have qualified for the ballot by submitting your nomination papers by April 6, 2020. Please follow these steps to prepare your QCs:

Include the CCEC Filing by Mail form, Application for Funding, report listing QCs in alphabetical order divided by county, any paper and electronic QCs, and a check in the full amount made out to the Citizens Clean Elections Commission.

Your paper QC slips must be sorted by county. We recommend that you alphabetically sort QCs by donor name within each county to ensure your list of QCs and Application for Funding will reconcile. Any foreign embedded objects such as staples must be removed.

What does it mean for your QCs to reconcile? The number of paper and electronic $5 QC slips that you file with us must match the number of QCs you purport to have received on your Application for Funding. This will also determine the value of your check to the Clean Elections Commission. As an example, if your Application for Funding lists a combined total of 300 QCs, you should have filed exactly 300 QCs with our office and your check should be made out for $1500.

f the combined number of paper and electronic QC slips filed does not match the number of QCs listed on your Application for Funding, we will email you scans of the QC slips that you filed with us. You will be responsible for finding the discrepancy and making whatever change is necessary for your filing to properly reconcile. This could include submitting additional QC slips to our office, adding or removing purported contributions from your Application for Funding, and submitting a new check for a different amount.

If you set up an electronic QC through our E-Qual system, it must be closed, printed, and included in your filing.

If your first filing is found to be short of the total number of required QCs for the office that you are running for, then you will have one opportunity to submit supplemental QCs. Supplemental QCs may be filed up to August 4, 2020.

Making an appointment. If you would like to make an appointment to bring your Qualifying Contributions in person email [email protected]. As our office is on low staffing we are unable to accomodate walk-ins. You must have an appointment to bring your filing in person.

Mailing in QCs. We strongly recommend mailing filings using certified mail to ensure delivery. Our office can take no responsibility over the timeliness or delivery of filings by mail. QCs must be received by 5:00 PM on August 4, 2020. Our office will process filings in the order received. After our office processes your filing, we will call the candidate or designated representative with the results. We will also email a copy of the filing receipt. Mail your filing to:
